Jodie Misiak, director, project development, Build America Transportation Investment Center (BATIC) at the U.S. Department of Transportation, will provide an overview of BATIC. The Center serves as the single point of contact and coordination for states, municipalities and project sponsors looking to utilize federal transportation expertise, apply for federal transportation credit programs and explore ways to access private capital in public private partnerships. BATIC was established a year ago and is the product of President Obama’s Build America Investment Initiative, a government-wide effort to harness the potential of private capital to complement government funding. BATIC will assist project sponsors to navigate the procedural, permitting, and financial barriers to increased infrastructure investment and development.
Mark Linsenmayer, Public-Private Partnership Program, LA Metro, will provide an overview of the P3 management and organization at LA Metro, an overview of assumptions regarding P3 delivery, an update on select projects under evaluation for financial strategy assessment and unsolicited proposals, and discuss the need for a 2016 ballot measure.
